He previously served as National Executive Director of Strategy and Growth at Aetna Medicaid and as Managing Director at VERTESS, a healthcare M&A firm specializing in complex populations. He holds a Certified Merger and Acquisition Advisor credential from Pepperdine University.
Josh is the founder of the Global Institute for Relational Health, an international collaborative advancing the role of social connection in improving outcomes across the lifespan. He has served on multiple national boards, including the National MLTSS Association, the National Federation of Families, and Caregiving.com, and chaired CareSource Arkansas, a specialty plan serving people with disabilities and behavioral health needs.
He has also held public leadership roles, including Commissioner of Human Rights for the State of New Hampshire, and served on both the Developmental Disabilities Council and the Statewide Independent Living Council, where he was Chair.
Josh holds a bachelor’s degree in psychology from Keene State College and a master’s degree in management and leadership from New England College. He is a recipient of Keene State’s Alumni Inspiration Award and was selected for the REACH executive leadership program affiliated with Trinity University, Washington University, and the Brookings Institution.

Josh is a healthcare executive and operator with more than 30 years of experience across Medicaid, intellectual and developmental disabilities, and complex populations. Most recently, he served as Senior Vice President of Complex Health Solutions and Specialty Companies at CareSource, a national Medicaid managed care organization with $15 billion in annual revenue. In this role, he led enterprise strategy and growth across IDD, child welfare, justice-involved populations, substance use disorder, and serious mental illness, with a focus on building scalable, value-based models that integrate clinical care with social and relational health.
Josh’s career uniquely spans provider, payer, and advisory leadership. He began as a direct support professional and went on to co-found LifeShare in 1996, an organization designed to support people of all abilities to live with dignity and purpose. LifeShare was acquired by Centene Corporation in 2014, where Josh continued as President and CEO through the transition and later served as Chairman Emeritus. During his time at Centene, he also served on the Board of HealthCare Enterprises and held the role of Chair.
